If there are any finns involved then I'm afraid they will go essentially unpunished. I checked Criminal Code of Finland (19.12.1889/39) and section that most likely would apply is 20th Chapter (24.7.1998/563) About sexual crimes, 8 a § (20.5.2011/540) Buying sexual services from minor. Punishment would be fines or prison sentence for upto two (2) years. Most likely prison sentence would be given as suspended which nowadays here essentially means same as no punishment at all. This is because it will be enforced and person sent to prison only if person commits crime for which he or she would get non-suspended prison sentence.
