Pacific Aces.
That's the best mod for SH2 in my opinion. However, you need to donate to get it. It changes the game to US subs in the Pacific. If you are not into that kind of thing, I never did do much with the ATO side other than play stock. I tried out some tweaks but never got anything to work. Either way you go, it's all good with SH2.
