whereabouts in your big pot of soup (mods) would i put german language pack?

Don't know about this one ...because you don't have german voices in your game? If so, it needs a complete reinstall, and choose custom install when asked. This will give you the oportunity to check german voices box.
Otherwise, install last in list, in the doubt...

Also which mod(s) in your load order edit out the hp bars of ships when attacking them?
And the halos and no bubbles speech?
If any of them do, i wont need to load brf and "no dam halo no dam bubble mod".

With my list, i don't have ships bars. Might be the difficulty settings though.
Don't have halos and bubbles speech either (because of SV interior mod)
