I think the skirt option was put in place for female employees who don't want to wear pants, or is a holdover from a time when it was less acceptable for them to do so, but it leaves a skirt as the only "cool" option for them in hot weather as well, and not every woman wants to wear a skirt for that kind of job. I'd hazard a guess and say MOST women wouldn't want to do so.

Uniform shorts, just above the knee if they are concerned about "propriety," would be a much better option all around. If you're worried about health & safety with regard to exposed leg, favoring a knee length skirt over knee length shorts is just ridiculous. Skirts allow far more possibility of exposure. I'm not saying they should disallow them for that reason, but make shorts an option for both sexes.
