You need all these versions because I don't remember exactly what version had used TDW for his scripts..

Success!! Thanks for the help. I downloaded all the .Net stuff and now the patcher worked as did the NEW_UI mod.
The worst part of being new to something like this is having to get a lot of help and not being able to contribute anything in return. Hopefully I will be able to give back in some other ways as I continue to ask questions.

Hmmm, is it really necessary to activate the patcher using JSGME? I've never done that and the changes are still made to the game files after using the patcher alone.

No, it is not necessary.

however a lot of people do, as it is much easier to deactivate the patcher when the new version comes out: instead of manually disabling all the patches from the .exe file, you can just disable it with JSGME and apply the new patch.
