Getting to the Next Campaign (with 2 failed missions)

A quick question--I was wondering how to advance to the second campaign, if my "iron cross bar" is not full. I failed the Norway mission (couldn't find a battleship in time, searched all 3 ports) and the mission that involved sinking an escort carrier (which I could not find). It's now July of 1940, there are no missions available to me, and France has fallen. I have redeployed to Lorient, but in a weird way--I ended my patrol at Bremen (or whatever the sub base near there is called) and turned up in France.

After failing the Norway mission I just started and ended patrols immediately since I had no orders--I figured that way I could skip ahead to the next campaign, but it hasn't happened yet. It hasn't been unlocked in the main menu.

I know about the silentotto trick and the save modifier, but I'd like to keep my current captain, ship, and crew without using them. Does anyone know how the campaign advances if you haven't gotten enough of those iron cross things?

My game is unmodded (just extra insignias and crew commands).
