wlk... it is the TDW solution not mine

the fact that some settings for AI are not related to the year it is an game bug... TDW fixed manny bugs in the AI but he can not solve this problem with having the same all things from game as in real life... but is an methode that you can simulate this...

In IRAI you have an file init.aix where you can set the dificulty for no merchant... so when you play campaigns in the first years of the WWII you can lower the settings for sonar for nonmerchants... and when you advance in years game you can change them back
