Actually, BDU started ordering the boats to hit the escorts first in mid-late '41. This was to counter the effect the effectiveness of the escorts, as the u-boats were becoming unable to even get at the convoys.

Of course, BDU didnt realize that most of it was a combination of effective radar on the escorts, and that ULTRA (the Allied Enigma breaking project) was basically reading the operational commands in realtime, and warning and/or rerouting convoys around subs.
