I'm not sure where the irony comes in. Mexico never told us we could not build a fence or wall.

Its the goverment that is hesitant to do so.

The irony (or hypocrisy if you wish) is that Mexico's presidents have spent the last several years criticizing our immigration policy, and telling us we should be more open.

Mexico said they were against it. I do not recall were Mexico said not to build the fence.

This. Maybe Mexico hasn't stated we can't build a fence, but they've criticised our immigration and border policies, and now they're building a fence to:

Not so.......unless you take the world 'told' litterally of course. it is still ironic.
