Well even if they were present they technically were just exercising their freedom of navigation cough cough . Technically they can be anywhere aside within territorial sea border of the British isle.

Like the Alfa that ran under a NATO fleet on exercise on flanking speed during the cold war

In international waters brawn speaks..so if one nation could technically and morally dominate a sea area they could pressure the other party to submit to their will. So even a seaborne based Su-33 could fly above another country's aircraft carrier fleet had it been accompanied with half a dozen or more aircraft carriers in close enough proximity LOL. Naval power projection in the area is what enforces self made rule in international waters I believe. No power no enforcement.
