The Bismarck wasn't completed and commissioned until Aug 1940. Sea trials and refits continued until May 1941.

The Tirpitz was completed and commissioned in Feb 1941 with trials continuing until early 1942.

Both ships had been launched before the start of the war, but neither would've been fully fitted for action at that time (or for some time thereafter).
