Most likely it was drug runners. They've been known to use subs to transport illegal drugs into the US via Floridian waters.

But those are semi-submersible craft not true submarines. A lot of the time they are just gofast boats with a waterproof top. Doubtful it would have a periscope.

Money plus ingenuity is a scary thing

Probably a North Korean sub trying to pump a few incendiary torpedoes into a few cargo ships...

What is the operation range of North Korea's best sub?

My money is on

A. American Sub

B. Chinese Sub

C. Drug smuggling Semi Submersible of some kind.

Well their longest range sub is the Romeo class with a range of 14,000 nm (according to combat fleets of the world- Wikipedia list 9,000 nm as its range). Sufficient for the trip.

Their Sang O class boats have a range of 1,500 miles which are their longest range indigenous small subs.

However their is another way too, look at this photo:

This is a captured North Korean 'P-4' class small submarine. Notice her bow? That eye bolt like thing? Its likely that is for towing the sub long distances using a trawler or freighter. A North Korea cargo ship could tow her to the US West coast and release her once its in range then pick her up later.

I'm with you on that one! We can build it at my house, on Lake Ontario we only have to worry about the Canadian Navy spying on us. There is a 60 meter long pier and several waterfront buildings about five miles away that are totally disused. That could be our base of operations.

Seriously! Look how primitive the Sang O is:

we could build that!

Well I'm strictly a layman but I wouldent trust a 'long tow at sea' to that wimpy lil eye bolt.
