Perhaps the Russians made a recent purchase?
No its the Nautical Signal flag for "Echo" notice how there is no white. Pay attention to the line right behind the flag.

you have me convinced TLAM!

(I can't remember the stripe arrangement on the Russian national flag, I thought that if white was on top it was blending in with the sky)

Absolutely brillian TLAM. Not only do we now know that it is an Algerian training ship a long way from home, we also know they were munching at the time of picture taking. Love it

I came across this ship researching LWAMI V3.10. Looking for possible future US adversaries I looked at all the countries in the Middle East and North Africa. But Algeria didn't really have much that warranted inclusion in DW, I might revisit it and other med countries at a latter date as I am focused on Westpac and Northern Europe for LWAMI V3.11.

Specs and Pictures:

Dim: 132x16.4
Dis: 5500
Speed: 22
Weapons: AK-176G DP Gun 2x AK630M CIWS, 2x Type 76A AA Guns.
