OBS Periscope height

I've also noticed that in SH5, the Obs periscope can never be completely lowered (to the point where it does not stick up significantly over the bridge when surfaced), whereas in SH3 it was possible to lower it completely. Does anyone know which is accurate historically?

Agree with the OP, I've never noticed it but seems silly if the Obs periscope can't reach the height of the attack periscope, especially since the tooltip and manual make a big deal about how the Obs scope is useful in rougher seas bla bla blah. Another ludicrious gaffe in the written documentation, of the "Crew members will be washed overseas BEWARE" variety.
