Not to sure if historically electrics were more reliable than steam, but I find slamming a steam torpedo in to a ships hull at 45knots almost always sets the damn thing off

I would think that a mix of torpidos was desierable, when they could get their hands on a mix of them any way, for the captins back in the day. That way they could match the torpido to the situation that they find them sleves in.

You canselect and unselect the eels of your choice (providing they are available) from the upgrade screen at your base prior to leaving on your patrol.

Even in later 1942 when the T3 had been fully implemented some submarines were using T1s (although by then general loadouts favored electric torpedos by about 4:1).

T1s still had many advantages over electric torpedos. They required less maintenance and had a higher top speed of 44 knots (although in practice submarines used the 40kt or 30kt setting). T2s and T3s both operated at 30 knots; T4s at 24. Set to its faster speed of 40kts the T1 still outranged all other torpedos issued during the war.
