Assuming you're serious, it is referring to the fact that Ubi has decided to design the game so that you must remain connected to a Ubi server via internet for the entire time you play the game, every time you play it.

In other words, you can't play this single player game without being connected to the internet and Ubi; if either is unavailable, the game doesn't work.
Aaaand, don't forget the wonderful fact that your savegames will not only reside on your hard drive, but also on the Ubi servers and the two will be synchronized.
