Not easy because it doesn't work if the rest of the world thinks you are insane and that your predictions of the future are based on lies.
 Why would other countries without a heavy car industry follow us (or even lead ahead) then. What has for example Finland to gain by doing it? More expensive cars can't be their main goal, can it.
