[REL] Completely new recognition manual

The manual has been tested by different testers, there was just one small problem that has been fixed.

Release will be later this week.

I am now adding length for Japanese warships to the names.cfg files.
In the mod there will be 3 choises :

* No length
* Length in meters
* Length in feet

There will be 4 release versions of this mod :

* Stock SH4
* Stock SH4 + RSRDC
* TM1.7 version
* TM1.7 + RSRDC

This mod is compatible with the following mods :
Patch 1.4 only !
ROW
Trigger Maru 1.7
Run silent run deep V1.4
Manual targeting ship centered (enable after enabling this mod)

I never used RFB and have no idea if this will work.
