It's called exercising prudence by both sides. They are not enemies at war obviously but they are not exactly allies either. I believe it's called potential enemy . It is to be expected obviously.

As far as I see it there's no reason for the British government to release this encounter to the public but they did perhaps some people are trying to get more Astute class SSNs to be approved or even just simply to justify the whole program

Or it is what it was as well, an unofficial protest through the media because the Russian Navy or submarines have not been as active as it had been during the Soviet times until recently and the British had been lulled into believing that no other country had the rights to try to sniff their SSBNs.

Either of which is called politicking

It's as old as when people first realized they could agree or disagree with each other on basically everything.

Make no mistake that the Chinese will attempt similar acts too once they have the submarines they believe up to the required task.
Or even India.
