It includes a lot of animated shore traffic, lots of boats, sub pens, etc. etc. etc. It is enabled on top of the GWX super-mod, or comes already included in the War Aces Campaign super mod (http://www.subsim.com/radioroom/showthread.php?t=87436). I believe it's also included in the Living Silent Hunter Super-mod mentioned above.
