is it possible to reskin torpedos to a custom skin?

yes it is, and its been done already. All you hae to do is change the colors to the way you like.

you'll need DDS converter. to convert from dds format to bmp format and back. Which can be found in this thread. http://www.subsim.com/radioroom/showthread.php?t=119504

As far as changing the colors I use PSP 9.

I've had

with Paint.net
Allthought it requires dot net framework
to run but both are free to Dl and install.

Yep, either use Paint.net, or download a DDS plugin for GIMP and use GIMP. I like the Paint.net implementation better.
