Campaigns in the Black Sea and Indian Ocean??

Did I read somewhere at the forum that we can begin campaigns with Flotillas parked in the Black Sea and Indian Ocean, but which MOD are they included? Would it be in Grey Wolves 1.1a? And how to begin that campaigns??

It will be in the Grey Wolves Xpansion mod(GWX) that they are working on now.
