A rule of thumb really: if you happen to observer some body who is doing something but not AT ALL concentrating onto what he is doing, then that person is undoubtedly suspectable.

As to how you can tell if he is a terrorist, I really don't know.

The War on Terror is a large scale one, even larger than the adding up of WWI and WWII. In spite of the fact that every nation is contributing effort and resources to counter-terrorism, we have to re-think if that is sufficient. Also, should we consider setting up a special anti-terrorism team which is composed of elite special force of different nationalities. In additions, special weapons must be deployed. For instance, are guns necessary? Sleeping agent I say, is a much better option don't you think? This is just one of the examples I can think of.

The root of the problem with terrorists is that they dress as any normal person in the streets so you can hardly tell. After he has done his job, he goes back into the crowd. Therefore, survilliance work must be up to scratch. On a national scale, some preventive work like completely cease immigration. This is very very important. When necessary, we will have to invite immigrants to leave the country and ask them to return to their own country. This mean is a little extreme and excessively rude, but national security is of overiding importance afterall.
