jims incredible tools and other tools missing

Hi

I recently looked at Paul Wassermans wonderful manual targeting guide found through the online manual, it stated i needed several tools including the one mentioned in the title of this thread, the guide by wasserman stated that i either needed to download the tools or install sh3 patch 1.3 so i made it easy for myself by choosing the second option but upon installing sh3 patch 1.3 i found that the tools didn't appear when i clicked the help icon in the top right of the navigation map could someone please tell me why they don't work as i would like to use these features.
