Fuel??

For some reason, I keep getting sent to the US East Coast in my IXC, but I run out of fuel by the time I reach about CC or DE. I'm trying to ramp up the realism a bit, so I have just recently turned on limited fuel. Am I supposed to find a refueling sub somewhere? I saw one in my previous patrol on the map, but this time it's not there at all. This time they were sending me to DC72. Last question for a while, I promise
