Ok, I'll ask. What does Y, Cycle Tubes, do, and why would one do it? Does anyone use it?

I use it. Before attacking, I identify the targets and set my torpedos for each target. Then while attacking, it´s faster to choose next torpedo with Y key than click the tube # button.
