Questions about Tarnmatte

Tarnmatte:

1.) Where does the game apply this too? Entire hull? Just the snorkel? Both?

2.) Does it seem to work at all? However slight i dont care, only if it works or not.

3.) Is it moddable? if so, what file(s) contain the data for it?

I was also wondering if one could mod this parameter. Is there maybe a tweak file for it to use with Mini Tweaker?
