Default Operation Drumbeat

Its Sunday, there's a documentary on the History Channel today "Deep Sea Detectives" on the sinking of the U-166, the only U-boat sunk in the Gulf of Mexico. Makes me anxious to get my Type IX-C so I can participate in Operation Drumbeat.

Its April '41 and I'm stationed in Brest. The tech chart shows the type IX-C becoming available sometime in 1941, anyone know exactly when in 1941 it becomes available, and do I need to transfer to another flotilla to get it?
