Default Observation Periscope?

I just traded in my IIA sub for a large one, and noticed I had another pointy stick attached to my bridge - the Observation Periscope. What purpose does this thing serve, and how do I use it?

F1 help says you can move it with Insert/Delete but thats about it..

The observation scope has a bigger head allowing for better "light transmission"

Its zoom might not be as powerful as the attack scope, but it has a larger field of vision, and its ability to tilt to higher angles make it invaluble for scanning the skies above for aircraft before surfacing.

The "O" key will bring you to the observation periscope, and you can move it with the ins and del keys.
