Default Damage control

Last night I hit a Passenger Liner with two fish and after about 20 minutes it quietly sank. Due to outside circumstances I had to reload the game from a point a few minutes after the torpedoes had hit the Liner. Second time around it did not sink and after a while managed to get back up to about seven knots and trailed after the convoy. Is there some kind of random factor in the damage control ? Because I was expecting it to sink I used all my remaining shots on other ships and the Liner got away

Merchants probably have a damage rating after they are hit.
Time may randomly increase or decrease this rating so you will
never know if the ship will eventually sink or get power back
and resume its course...
