What Happens When???

I am posting this in the Mods section because you guys have the best knowledge of the inner workings of the game.

I wanted to know several dates in the game.

1. At what date do the escorts get radar so I know they can spot my tower when I am trying to sneak up to a convoy at night?

2. At what date do the aircraft get radar so I know when to expect them at night?

3. What date do those french bases become available?

Did the Kaleuns in WWII know that info?

Well except for the bases in France.
