Default Is there a way to prevent the enemy from shooting?

Hello, so I was trying to create a simple mission in the editor where I play as the US and destroy a few Russian aircraft carriers with the EA-6B. For now I don't want the carrier to launch any weapons at me so I can just have fun destroying it without having to worry about getting shot down. In the editor I and option to change the stores on the carrier to depleted and figured this would do the trick. I also tried to put the ships on weapons hold and changed the skill to green, but they still fired SAMS at me and easily shot down my planes. So how can I prevent the enemy ship from being able to fire, if possible?

best way i know of is to list them as neutral and then have your fun
