Ignore the headline and consider the real problem. The USN (and the rest of the military) has a recruiting problem. Most of the services are now running "pre-boot-camps" to whip the little butterball's into shape so they can pass the basic PRT.
Meanwhile, try having a conversation with a twenty year old.
