Default LHS3 - How to get it 16:9?

So I'm trying this now to attempt resolving the microscopic text issue and it does resolve that. I can read! So IF it ran I would be able to play and finally enjoy this game.

It runs until I hit the start button on the mission screen. The progress bar whips right up to a fun hair from the very end then it stops responding and refuses to let me alt+tab or WinKey or do anything else but use an additional win10 desktop to launch task manager and kill it.

When the game initially launches the first loading screen says "4:3" at the bottom.

Isn't LHS3 2015 supposed to run in 16:9?

Why isn't it?
I believe that might be the problem.

ALL of the config files I can find attached to that installation say the resolution is 1024x800 and the height/width lines are not disabled with a semi-colon.

The copy install I chose to let the install do refuses to run full screen at all even though it's config files also say 1024x800 and full screen is YES.

Is there another config file somewhere that controls the graphics? Where is it?

I've looked at every single .cfg file I can find in the installation directories starting with the main.cfg's. They're all the same....but 2 installs, one that's a copy of the other, run differently.

What the.....?????
