Problem with map tools

Hi,

I was wondering if anybody has had the same problem that I’m currently experiencing with the map tools? So whenever I use the ruler, protractor, and most other map tools the mark that is made is off centered from the cursor. It’s placed to the bottom right of the cursor if I use things like the ruler and protractor. Any help or advice would be appreciated.
