Return to Base Message

hi all,
i'm just into a career in SH3/GWX on about sept. 6th 1939.
i just received a radio msg from fdu ordering a number of boats
(including mine) to return to base and/or report the weather.
is this a valid part of the scenario? anyone else get this before?

It's all fluff. The game doesn't care what you do as long as you sink ships.
