Ahoy everyone.
I was wondering, is there a mod that allows you to get all the new stuff from 1939? Like the VIIC /41 sub and T IX (Zaukönig II) torpedoes and everything from 1939?

I'm not sure if I can answer your whole question, but there is a mod that makes the type VIIC/41 available from 1939.

There are two options, one is for OH II or Open Horizons II, and the other is for the stock game.

This is for OH II

The stock one doesn't work very well too, so you may want to install OH II and get the other mod.
