Why am I starting career in Penang?

I've just modded to Supermod 2015. I'm trying to start a career early war, 1939 in Germany with a Type II and I'm only offered a Type VII and start in Penang (actually off the coast of Africa). What am I doing wrong? I think it's something to do with 'Commander'? I've tried messing with Commander but it only gives one career option and that's Penang.

I guess the BdU may think it's necessary to give the RN a big blow on the Indian ocean from the start of the war so they picked up you - a qualified skipper for some Monsoon operations. But somehow the secretary of the admiral deployed u to the west Africa coast by mistake and definitely the poor guy would be court martialed for that folly.
