Ship Radius - GWX

Just curious what is represented by the solid and dashed circles around the ship in the map in GWX - im assuming visible range and radar range? But now thinking I am wrong..

For example - with one unescorted, unarmed light merchant that I ran across in mid 1941 in a storm, at night - that outer dashed circle is nearly 30km away...visbility was medium according to watch officer - so 10km at best?

Warships are different obviously - sonar in there too.

Im in 1941 and the escorts always spot me before I spot them - even when only half the hull is up over the horizon they are shelling me. its tough..
