The loss ratio of the Afghan security forces is unsustainable, me thinks. Or in short: they are loosing.

Frankly I think 45,000 deaths should be no surprise

Operation Cyclone was the code name for the United States Central Intelligence Agency (CIA) program to arm and finance the mujahideen, in Afghanistan from 1979 to 1989, prior to and during the military intervention by the USSR in support of its client, the Democratic Republic of Afghanistan.

US officials have accused Moscow of supporting the Taliban for more than a year. In December 2016 Gen Nicholson criticized Russia and Iran for establishing links with the Taliban and "legitimizing" the group.
Since then a number of high-ranking US officials, mainly military, have made similar claims, some suggesting Russia is also arming the Taliban.

These days there is very little difference between Taliban and Mujihadeen
