Cold Waters not starting...

Hi guys.

First post here. I recently returned (well tried to) to Cold Waters.
Sadly, in the time I have been away, the game has stopped working.
I get the following error when I try to start it through Steam:

Failed to initialize Direct3D.
Make sure you have at least DirectX 9.0c installed, have drivers for your
graphics card and have not disabled 3D acceleration
in display settings.
InitializeEngineGraphics failed

I've tried running as an administrator, and compatability modes, but to no avail.
I've done a clean install, and verified the integrity of the local files. DXDiag tells me that d3d and direct draw are both enabled.

My setup is:

Intel I5
GeForce 1060 (drivers recently updated)
16Gb Ram
