Binocular trouble - no optic zoom

Some mods makes the zoom in binoculars very weak - and you can not zoom in on the view.
Under what files and how can I change the adjustment - set larger zoom?

I do not play submarines - your mod I have to put JSGME on TMO mods and ship I play beforeor after my mods?
