randomly not working after a year?

I wanted to have my brother play this game with me

but when I go to play SH3 with the GWX, I go to Commander and see my old saves.

I try to play one, or to start a new one, and it says:

"The program can't start because missionengine.dll is missing from your computer. Try reinstalling the program to fix this problem."

I am certain I have not changed anything ever since I played last, when it worked perfectly. Any idea why this would happen, or how to fix it?

What version of Windows are your running?

The error you are seeing is a graphics problem possibly due to your system being updated as you have stated that you have not played the game for a while.
It is most likely a Direct X problem.
Try re-installing from here.
DirectX 9.0C

Check that your graphic settings are still setup correctly.
