Rules of Engagement in October 1939

I am playing with the TWOS mod and I am currently on patrol at the East British coast in October 1939. Can I somewhere find the Rules of Engagement to get a better feel for which nations are neutral or hostile? I know that I can see on the map which nations entered the war. But how about a Norwegian freighter (country at that time still neutral) that is about to enter a British port? Can I attack it or is it still neutral?

Is there maybe a way to re-enable the ship colour codes again (red/ blue/ green) that is disabled in TWOS.? I know it would not be realistic but it would help me to learn the game before I switch it off again.

I found the answer - there is an extra TWOS mod called Map Contact Colors which I installed. Now I have the ship Colors again on the map. All is good!
