Always the periscope is up but shows from the controls it is down. go to camera view the dam thing is at full erection..........

You have two periscopes, you know ...

F3 gives you the attack periscope and the character 'o' gives you the observation scope. One of them may have accidentally been extended.

Are you using SH3 Commander? Probably a simulated malfunction then.
