Excellent! What was the key that got you up and running? Might be very useful for future Windows 10 subsimmers.

Now go forth and help our mother planet Gaia by producing many artificial reefs and try not to spill too much oil. You DO have current emmissions certificates for the catalytic converters on those diesels, right?

Default Got it

I tried everything suggested, RR, but what I think finally got it-- I changed the screen resolution. It doesn't stay there, but changes when I open SH 4. Then when I exit the game it changes back. That seems to have been the "magic ". But I'm sure I needed to the other things suggested, too.

Hi Unclevi
Very pleased for you to have sorted out what was in the end a simple but frustrating problem.
SH4 Graphics has a decent list of monitor resolutions that can be used.
IIRC SH4 was released in the days of the old 4.3 VGA types.
Popular widescreen monitors are generally 16.9 1920 x 1080 60hz.
This can be changed in the games graphics to match your monitor's resolution so you get a full widescreen game.
Personally I am very impressed with the graphics when playing FOTRSU.
