Fishing boat can't handle rough weather?

I was cruising around northwest of England and my watch officer spotted a ship about 3000 meters out. The weather was horrible. The waves were so bad that even when underwater my boat was rocking all over the place.

Anyway, I went to the external view to go see what was out there and here is what he saw:

I'm not sure if he was in some fight previous to me but I never fired a shot at him.

Could the weather alone cause damage to a small ship?

I'm playing LSH2015.
