Why do I only have 28 crew inside my U-boat?

I counted 28 crew members on the submarine..
Why aren't there more?

There should be 44 - 50 or more on the type VII uboat.

I want my boat to be crowded. More people to go down with the boat.. realistic

Is there a way to add more crew?

this is a ubisoft game so don't be amazed about your crew member .....there is no stable and working mod for adding more crew members to the game

u can always paint some crew members on your screen
