How do I dumb down the AI? I try and play this game casually, and the Japanese seem to find me no matter what I do.

You can...... IMO, the Japanese have lookouts that can spot you a mile away on an overcast moonless night. The AI cheats.
If you are making your approach in a realistic fashion and keeping your scope down, making only spot checks, running silent, etc, they shouldn't be heading straight towards your position. You're not attacking in broad daylight with calm seas.... There are easier AI mods for TMO and maybe for Stock or GFO too, but I don't know what they are called.
