That's not really new. There are lots of chips and lots of motherboards that don't allow overclocking. People who want to overclock first have to do their research into both chip and motherboard to verify that overclocking has been both reliable and effective. That was true in 2010. It will be true in 2020.

Go with AMD to do your overclocking. My new 3.9 6 core can be overclocked to 4.2. No more Intel for me.

Just built a Windows 10 computer with an Gigabyte GA-970A-DS3P rev 2 motherboard and an AMD FX 6300 six core processor and the whole shebang is specially built for overclocking. Flame on!
